Solid Waste Management

 

            Management of solid wastes, an essential service and an obligatory administrative function of urban bodies, has to be given a top priority. Unscientific handling and disposal affects the environment and the health of the citizens. The worst affected are the poor. With continuing urban growth the situation has become critical. Low financial or human resources, institutional weakness, poor technology and public apathy towards cleanliness are often cited a as the reasons for unclean cities. The Nirmala Nagara Programme proposes to develop a scientific system of waste segregation, collection, and disposal, by the cities in Karnataka. It expects to do this by instilling good management practise, infusing technology and by bringing in appropriate human and other resources.

            The programme will be undertaken in two stage in the First phase a public campaign will be launches to raise awareness about cleanliness. A massive effort will be launched to clean up the town/cities. The campaign will involve citizens, NCC, NSS, school children, government employees, local elected representatives and several others. During this phase, existing human resources will be revitalised to deliver. In the second phase, implementation of the scientific waste management practices will begin. The phase will include promotion of segregation of waste at household level; door-to-door waste collection; secondary storage and transportation of waste; composting or inertisation of the organic waste and sanitary landfills.

 Implementation  of Solid Waste Management at Mandya

Landfil Site

               Landfill site is located at Kalenahalli, about 14 Kms from Mandya City towards Mysore, with the extent of land measuring 24.23 acres with 17.22 acres already taken into possession & remaining 7.01 acres of land is under land acquisition process. At present Pit compost method is being followed for disposal of Solid Waste. Developmental works at landfill site such as Construction of Compound wall,  Storm Water drain, approach road, Watchman Shed, borewell is in progress. Tree plantation, Electrical Connection will be taken up in the next phase. Due to non-availability of land, an Memorandum of Understanding (MOU) has been signed by Mandya CMC & Maddur TMC to jointly use Kalenhalli landfill site for disposal of solid waste.

Door to Door Collection

Out of 35 Wards, 24 Wards have been outsourced & remaining 11 Wards have been maintained by ULB. Out of 11 Wards maintained by ULB, door to door collection has been started in 8 Wards (9, 10, 11, 12,  32, 33, 34, 35) by Urban Stree Shakthi & in remaining 3 Wards (1, 2, 8) door to door collection is yet to be started. In the Outsourced wards, door to door collection is being done by Contractor.

The user charges collected for door to door waste collection is as follows.

1. Residential Buildings

Information Education Communication (IEC)

IEC Programme for awareness among public regarding Solid waste management was started in the year 2004 & completed in 2006. Vignana Vedike, Mandya was tendered NGO to carry out this task. Street Plays, Film Shows, Jhatha, Ward Sabha (meetings), Hand bills, Local TV network Programmes etc were the modes used for IEC activity.

SWM Tender (Street Sweeping)

Street Sweeping activity has been categorized into two packages.

Package 1 consists of Ward No.s 3, 4, 5, 6, 13, 14, 15, 16, 18 &

Package 2 consists of Ward No.s 19 to 31.

The activities which are outsourced in street sweeping tender are debris clearance, drain cleaning, removing of slit from drains, weed clearance from drains,  door to door collection & waste lifting & transportation to landfill site.

Tender for Package 1 has been awarded to Mr. R.Shankar Reddy, HSR layout, Bangalore & Package 2 has been awarded to Mr. M.Venkatesh, Bangalore.
